{"id":24251,"date":"2024-04-29T16:31:37","date_gmt":"2024-04-29T19:31:37","guid":{"rendered":"https:\/\/www.1ta.cl\/?p=24251"},"modified":"2024-04-29T16:31:37","modified_gmt":"2024-04-29T19:31:37","slug":"inaugura_anojudicial_2024","status":"publish","type":"post","link":"https:\/\/1ta.cl\/1\/inaugura_anojudicial_2024\/","title":{"rendered":"Primer Tribunal Ambiental inaugura A\u00f1o Judicial 2024"},"content":{"rendered":"<div id=\"attachment_24254\" style=\"width: 3130px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-24254\" loading=\"lazy\" class=\"wp-image-24254 size-full\" src=\"https:\/\/ukr.ivk.mybluehost.me\/website_11c5fef7\/wp-content\/uploads\/IMAGEN-COMUNICADO-ANO-JUDICIAL-2024_2.jpg\" alt=\"\" width=\"3120\" height=\"1294\" \/><p id=\"caption-attachment-24254\" class=\"wp-caption-text\">Con una charla magistral y con la cuenta del trabajo 2023, el Primer Tribunal Ambiental dio inicio al A\u00f1o Judicial 2024.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>La ponencia estuvo a cargo del Director de la Academia Judicial, Juan Enrique Vargas Viancos, quien se refiri\u00f3 a los desaf\u00edos que aborda la instituci\u00f3n en la formaci\u00f3n de los futuros jueces y ministros nacionales a trav\u00e9s de la capacitaci\u00f3n judicial en tiempos de cambio.<\/p>\n<p>La actividad estuvo encabezada por la ministra presidenta (S), Sandra \u00c1lvarez Torres, el ministro titular en ciencias, Marcelo Hern\u00e1ndez Rojas y el ministro suplente abogado Alamiro Alfaro Zepeda. Adem\u00e1s, cont\u00f3 con la presencia de autoridades de la zona, entre las que estuvieron la presidenta de la Corte de Apelaciones de Antofagasta, Sra. Yasna Pavlich N\u00fa\u00f1ez, Sr. Claudio Araya Salgado, juez de Tribunal Tributario y Aduanero de la regi\u00f3n, el Procurador Fiscal del Consejo de Defensa del Estado, Sr. Carlos Bonilla Lamas, jefes de servicios, representantes de Fuerzas Armadas, entre otros.<\/p>\n<p>En su exposici\u00f3n, el invitado relev\u00f3 lo que son hoy los principales desaf\u00edos que la Academia Judicial tiene en su tarea diaria de formaci\u00f3n, a saber, <em>primero<\/em> considerar la tensi\u00f3n entre tradici\u00f3n y cambio, donde el rol del aprendizaje resulta esencial, con el objeto de ense\u00f1ar un oficio teniendo claro que ello no significa cambiar a una instituci\u00f3n; <em>segundo,<\/em> el \u00e9nfasis en la formaci\u00f3n inicial (preparar a un juez) versus la educaci\u00f3n continua, donde la Academia Judicial se ha transformado en la puerta de entrada a la carrera judicial, llev\u00e1ndose a cabo un proceso intenso donde se presentan m\u00e1s de 600 profesionales seleccion\u00e1ndose a un total de 24 por a\u00f1o, versus una capacitaci\u00f3n continua d\u00e9bil; <em>tercero<\/em> considerar la capacitaci\u00f3n en sus dos caras, como un derecho pero tambi\u00e9n como un deber, siendo la tendencia hasta hoy la primera de las opciones, caracterizada por la voluntariedad del postulante y buscando evolucionar a la preparaci\u00f3n en un curr\u00edculum profesional (m\u00ednimo). <em>Cuarto<\/em>, el objetivo de compatibilizar la capacitaci\u00f3n versus las destrezas, es decir, el conocimiento te\u00f3rico con el conocimiento pr\u00e1ctico. <em>Quinto<\/em>, abrirse a las nuevas modalidades de ense\u00f1anza como adem\u00e1s de cursos, charlas, seminarios, grupos de discusi\u00f3n, tanto presenciales como digitales, destacando las bondades de esta modalidad en l\u00ednea y <em>sexto<\/em>, el deber transferencia, es decir, lograr que las personas que aprenden algo lo apliquen y esto signifique un cambio en la forma de hacer las cosas, entendiendo el expositor que este desaf\u00edo es el m\u00e1s importante de todos.<\/p>\n<p>Dentro de la ceremonia, adem\u00e1s, se hizo la presentaci\u00f3n y lanzamiento del libro \u201cTribunales Ambientales en Chile: a m\u00e1s de 10 a\u00f1os de la ley N\u00b0 20.600\u201d, texto posible gracias al trabajo de la Unidad de Estudios de Primer Tribunal Ambiental, la alianza con la editorial Tirant Lo Blanch y la colaboraci\u00f3n de destacados acad\u00e9micos nacionales e internacionales quienes contribuyeron con diversos art\u00edculos, a saber: 1. \u201cCriterios judiciales y potestad sancionadora ambiental.
