{"id":25048,"date":"2024-10-30T12:21:35","date_gmt":"2024-10-30T15:21:35","guid":{"rendered":"https:\/\/www.1ta.cl\/?p=25048"},"modified":"2024-10-30T12:21:35","modified_gmt":"2024-10-30T15:21:35","slug":"vecinos-y-pescadores-de-mejillones-reclaman-por-la-aprobacion-del-proyecto-alba","status":"publish","type":"post","link":"https:\/\/1ta.cl\/1\/vecinos-y-pescadores-de-mejillones-reclaman-por-la-aprobacion-del-proyecto-alba\/","title":{"rendered":"Vecinos y pescadores de Mejillones reclaman por la aprobaci\u00f3n del proyecto Alba"},"content":{"rendered":"<ul>\n<li><em><strong>Alegan que no se abordaron correctamente sus observaciones ciudadanas en la evaluaci\u00f3n ambiental del proyecto.<\/strong><\/em><\/li>\n<\/ul>\n<p>El Primer Tribunal Ambiental admiti\u00f3 hoy a tr\u00e1mite la reclamaci\u00f3n presentada por vecinos y el Sindicato de Pescadores Artesanales y Buzos Mariscadores de Mejillones en contra del Servicio de Evaluaci\u00f3n Ambiental (SEA) por la aprobaci\u00f3n del proyecto Alba.<\/p>\n<p>Los vecinos y los pescadores reclaman que el SEA no abord\u00f3 correctamente sus observaciones ciudadanas presentadas durante la evaluaci\u00f3n ambiental del proyecto de la empresa AES Andes, cuyo prop\u00f3sito es eliminar el uso de carb\u00f3n de la Central Termoel\u00e9ctrica Angamos mediante el empleo de sales solares.<\/p>\n<p>En el escrito presentado ante el tribunal, los reclamantes sostienen que se omiti\u00f3 evaluar los impactos acumulativos que podr\u00eda generar el proyecto Alba, ya que no se habr\u00eda considerado la suma de impactos provocados por la operaci\u00f3n hist\u00f3rica de la Central Angamos, como tampoco los de otros proyectos emplazados en la comuna.<\/p>\n<p>Se afirma tambi\u00e9n que la evaluaci\u00f3n del proyecto no se habr\u00eda hecho cargo de los impactos en la calidad de aire, debido a que las modelaciones presentadas fueron deficientes. Esto porque el an\u00e1lisis de incertidumbre no habr\u00eda abordado los factores meteorol\u00f3gicos relevantes; los factores de emisi\u00f3n no ser\u00edan representativos de las condiciones en que se desarrollar\u00eda el proyecto; y porque la evaluaci\u00f3n de impactos no considerar\u00eda el escenario m\u00e1s desfavorable, entre otras.<\/p>\n<p>Por \u00faltimo, los reclamantes alegan que existir\u00edan deficiencias en el Plan de Prevenci\u00f3n de Contingencias y Emergencias respecto de eventuales derrames de las sales solares, el que no detallar\u00eda medidas para abordar ese tipo de evento.<\/p>\n<p><em><strong>Proyecto<br \/>\n<\/strong><\/em>El proyecto Alba, de la empresa AES Andes, busca eliminar por completo el uso de carb\u00f3n mediante la reconversi\u00f3n de la Central Angamos en un sistema de almacenamiento y generaci\u00f3n de energ\u00eda renovable, utilizando sales solares.<\/p>\n<p>Estas sales, al pasar por un intercambiador de calor, liberan la energ\u00eda t\u00e9rmica acumulada, generando vapor.
